It is very easy
1. Create a simple txt file and change the extention to .udl
2. Double-click on the file and up pops a SQL connectivity window to allow testing of remote SQL connections

I am from Denmark and therefor I like to try out Service Manager 2012 sp1 in Danish.
My Setup info
Windows Server 2008 R2
SQL Server 2008 R2
Sharepoint Foundation 2010 SP2 with Danish langauge pack
So I installed it and got Service Manager to talk danish :-). Then I got to the Self Service Portal. I installed the language pack and got the setup right. So now the service portal also speak danish. So fare all fine.
